Norway is not in the EU, but it applies the EU pet-travel rules — with one extra requirement for dogs.

The timeline — work backwards from your flight

Norway follows EU-style third-country rules; a new titer sample must precede certificate issue by at least 90 days.

What Norway requires from Thailand

Thailand is a non-listed third country under EU pet-travel rules. For a first import or a journey that needs a health certificate, prepare:

  • ISO microchip before rabies vaccination
  • Valid rabies vaccination
  • Rabies titer test from an EU-approved laboratory, sampled at least 30 days after primary vaccination or within a current valid series
  • Blood sample at least 90 days before certificate issue
  • EU animal health certificate for non-commercial entry from a third country, endorsed by the exporting country’s competent authority
  • Entry through a designated point of entry

The Norwegian Food Safety Authority (Mattilsynet) oversees pet entry. Norway also keeps the tapeworm (Echinococcus) treatment rule: a dog entering Norway must be treated against tapeworm by a vet within a set window before arrival (commonly 24 to 120 hours).

Have the destination authority check any earlier titer result and uninterrupted rabies record before relying on a return exception. An old passport alone does not prove eligibility. Shared EU titer reference.

Returning with an existing passport? Mattilsynet allows an EU/EEA return passport when the rabies vaccination was given and entered by an authorised EEA vet before departure and remains valid. Common mistakes on this corridor

  • Starting with Thailand only — destination import permits and tests are usually the long pole.
  • Expired vaccinations — a lapsed rabies shot can void import clearance.
  • Microchip mismatch across Thai export papers and destination import forms.
  • Missing the final DLD examination — it must occur no more than 2–3 days before travel.
  • Relying on an old passport without checking eligibility — first imports need the certificate route; a return-passport exception has specific conditions.
  • Entering via a non-designated point — each country lists approved entry points for pets from third countries.
  • Missing tapeworm treatment for dogs — confirm the current window with Mattilsynet before you fly.

Departing from Pattaya — confirm the port and DLD sequence

Ask the AQS responsible for the departure port how and when to file R1/1. The reviewed DLD procedure does not establish a universal email intake, 15-day deadline or separate three-day flight-confirmation rule. It requires the animal’s health examination no more than 2–3 days before travel; if compliant, the station issues R9 and the health certificate. DLD procedure. Does my dog need tapeworm treatment to enter Norway?

Yes — Norway requires a vet-administered tapeworm treatment for dogs within a set window before arrival. Confirm the current window with Mattilsynet.

Does Norway being outside the EU change the process?

Not greatly. Norway applies the EU-style titer and health-certificate framework, including the checked 90-day pre-certificate timing for a new test, plus the tapeworm step for dogs.

Is the EU pet passport enough from Thailand?

A qualifying return passport may be used under Mattilsynet’s conditions; first imports need a health certificate. Check the pre-departure rabies and titer records, continued vaccination validity and the dog’s tapeworm treatment with the authority. Thai export paperwork still applies.

Can my pet avoid the standard titer timing?

Only with a valid pre-existing rabies titer test and current rabies vaccination.

How early should I start?

Several months ahead if the titer test still has to be done from Pattaya.

Can I fly my pet out of U-Tapao?

The reviewed DLD map does not list a U-Tapao/Rayong airport AQS. That is a verification gap, not proof that no later service exists; obtain written DLD confirmation before booking.

How should I plan the transfer to the departure airport?

Use a vehicle that accepts the animal and crate, confirm the airline’s check-in cut-off and leave route-specific contingency time.

Should I stay near the departure airport?

Decide from the confirmed examination appointment, airline check-in time and road conditions. This guide has no evidence for a universal recommendation.
