The timeline — work backwards from your flight
Set the veterinary timeline first, then establish whether your movement qualifies as non-commercial. That classification determines the Finnish arrival process.

What Finland requires that the rest of the EU does not
Thailand is a non-listed third country under EU pet-travel rules. For a first import or a journey that needs a health certificate, prepare:
- ISO microchip before rabies vaccination
- Valid rabies vaccination
- Rabies titer test from an EU-approved laboratory, sampled at least 30 days after primary vaccination or within a current valid series
- Blood sample at least 90 days before certificate issue
- EU animal health certificate for non-commercial entry from a third country, endorsed by the exporting country’s competent authority
- Entry through a designated point of entry
For a qualifying non-commercial move, Tulli, Finnish Customs checks the pet and documents at Helsinki-Vantaa’s red channel without an appointment. The owner may travel within five days of the pet if an authorised person accompanies it and the original declaration, written authority and proof of the owner’s journey travel with the pet.
Manifest cargo does not by itself determine the legal category. The owner’s journey, responsible accompanying person and absence of ownership transfer determine eligibility. Ask Ruokavirasto and the carrier to agree the handling before booking a pet on a separate flight.
Dogs need Echinococcus tapeworm treatment; cats and ferrets do not. The applicable entry process determines the treatment window:

The clock runs to the moment your pet crosses the Finnish border, not to the moment the plane leaves Bangkok. Ruokavirasto states this explicitly. Travel time, connections and delays all consume part of the permitted window. Count back from the scheduled border crossing, leave contingency time, and have the vet write the date and the clock time on the certificate.
Helsinki-Vantaa is the only airport in Finland a pet from a non-EU country may enter through. There is also a trap in connecting flights: if you route through another EU country and your pet is in the cabin, the compliance check must happen at the stopover, not in Helsinki — and Ruokavirasto warns that the stopover airport may not offer one unless you arrange it. A nonstop removes the problem entirely.
Finland has no quarantine facility. There is no holding kennel to fix paperwork in. Ruokavirasto is blunt about the consequence: a non-compliant animal is returned to Thailand at your cost, or euthanised. This is the reason to be pedantic about the tapeworm timing rather than hopeful.
After you land: the dog register. Every dog imported into Finland must be entered in the national register within four weeks of arrival. Check Ruokavirasto’s current registration method and fees before filing. Cats and ferrets are exempt. This is separate from the border-entry process and the deadline begins on arrival.
For a pet habitually resident in the EU, a satisfactory test completed and recorded in its passport before leaving can remove the 90-day wait. Rabies vaccination must remain continuously valid. An existing test alone does not establish this return exception. Commission source.
Using an EU-issued passport? An EU-resident owner returning after a short stay may use it if valid, with the required rabies and titer entries completed before leaving. It does not cover an owner now resident in Thailand, who needs an animal health certificate even when moving back. First imports use the certificate route. Common mistakes on this corridor
- Starting with Thailand only — destination import permits and tests are usually the long pole.
- Expired vaccinations — a lapsed rabies shot can void import clearance.
- Microchip mismatch across Thai export papers and destination import forms.
- Missing the final DLD examination — it must occur no more than 2–3 days before travel.
- Relying on an old passport without checking eligibility — first imports need the certificate route; a return-passport exception has specific conditions.
- Entering via a non-designated point — each country lists approved entry points for pets from third countries.
- Tapeworm treated against the departure time instead of the arrival time — the window closes on Finnish border crossing. Count backwards from landing.
- Treated too early to be safe — 120 hours sounds generous until a delay or a missed connection pushes arrival past it. A dog treated at the 24-hour end has slack; one treated at 120 hours has none.
- Missing clock time on the certificate — the date alone does not prove the window was met.
- Connecting through an EU airport with the pet in the cabin and assuming Helsinki will check it — the check belongs to the first EU country you land in.
- Forgetting the four-week register deadline once you have arrived and relaxed.

For a qualifying non-commercial dog movement, the window is 24 to 120 hours before Finnish border crossing. Include connections and delay contingency. The separate commercial-import instructions give a 24-to-48-hour window. Establish which process applies with Ruokavirasto; a cargo booking alone does not decide it.
How do I verify the current Bangkok–Helsinki itinerary and pet acceptance?
Use Finnair’s current timetable, pet policy and extra-baggage fee table. Verify the live operating carrier and itinerary, then obtain written route-specific pet acceptance before purchase; aircraft, schedules and hold acceptance can vary.
Do I need to tell anyone in Finland that I am coming?
The normal non-commercial arrival uses Customs without an inspection appointment. For a pet on a separate flight, agree the legal category and arrival handling with Ruokavirasto and the carrier first. A movement outside the non-commercial conditions requires the veterinary import process, including advance arrangements; it is not decided simply by the word “cargo”.
Does my cat need the tapeworm treatment?
No. The Echinococcus rule applies to dogs only. Cats and ferrets are exempt, and since 2026 cats are also outside Finland's registration requirement.
