Taking a pet from Thailand to Germany
Germany follows the standard EU rules for a pet arriving from Thailand, so the rabies titer test and its waiting period set your timeline.

Entering Germany
For the EU, Thailand counts as a non-listed third country. Entry requires an ISO microchip, a current rabies vaccination, a rabies titer test — the blood sample taken at least 30 days after vaccination, from an EU-approved laboratory — and then a three-month wait from the sample date before the pet may travel. An EU third-country animal health certificate completes the paperwork.

The entry health certificate is checked on arrival, and the German regional veterinary authorities oversee the process at the German end. Direct Bangkok-Frankfurt and Bangkok-Munich routes keep the journey shorter, which is easier on the pet.
The Thai side and your timeline
All of this sits on top of the Thai export process — the DLD health certificate and export permit — which your pet must clear on the way out. The two sets of paperwork have to agree.

Can my pet skip the three-month wait into Germany?
Only if a valid rabies titer test is already in place and the rabies vaccination has been kept current. That is why owners are urged to do the titer test before they ever leave for Thailand.
Is the EU pet passport enough to enter Germany from Thailand?
No. Coming from Thailand, a non-listed country, your pet needs an EU third-country entry health certificate, not just the pet passport. Confirm the current rules with the German authorities.
